Nature of Work

Responsible for planning, organizing, executing and supervising the dissemination of information concerning the full range of activities performed by the Supervisor of Elections. This position requires extensive public contact and must effectively communicate with a wide range of interested groups, including the general public, community, media and governmental agencies. Duties involve assistance with public spokesperson issues, media relations, public relations, citizen interactions and promotional efforts. Considerable independence of judgment and action are inherent. This position serves as the public records liaison. This position also manages the Voter Outreach Department. Duties performed under the direct supervision of the Supervisor of Elections and Deputy Supervisor of Elections.

Minimum Qualifications

  • Eight years of technical professional experience in the production and dissemination of public information preferably in Supervisor of Elections agency activities or a related field that includes maintaining effective public relations and communications programs for citizens; or
  • Associate’s degree in public administration, business administration or a related field and six years office administrative experience as described above; or
  • Bachelor’s degree and four years as described above; or
  • An equivalent combination or education, training, and/or experience.
  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and /or disaster situations
  • Valid Florida Driver’s License

Highly Desirable

  • Bachelor’s Degree in communications or public relations from an accredited college or university
  • Four years of professional experience in communications or public relations
  • Experience directly managing personnel and operations
  • Excellent oral and written communication skills
  • Proficient in Microsoft Office products, social media platforms, website maintenance
  • Working knowledge of Adobe InDesign, Adobe Photoshop, Microsoft Access

Duties & Responsibilities (These examples are not all inclusive)

  • Ensures compelling and consistent messaging across all publications, website, promotional materials and events to build and enhance the brand, in connection with the Supervisor of Election’s mission, for maximum value and impact
  • Serves as primary spokesperson for the Supervisor of Elections
  • Manages the functions of the Voter Outreach Department including compliance with Florida’s voter education requirements, evaluation of performance, work schedules and payroll
  • Ensures compliance with Section 203 of the Voting Rights Act (Minority Language Requirements)
  • Develops comprehensive advertising plans to market, promote and provide information about the Supervisor’s programs and priorities
  • Actively builds relationships with external organizations and the media
  • Develops and oversees social media communications
  • Oversees website content and messaging
  • Prepares records and reports and summarizes data and information of interest to the Supervisor of Elections
  • Conducts research and stays current with technology and trends to ensure the Supervisor of Elections continues to employ best practices in conveyance of messaging
  • Assembles information, writes, edits, and arranges for printing of various publications, reports, pamphlets, and brochures on Supervisor of Elections programs or other public information matters
  • Provides copy, art work and photographs to various publications, radio and television
  • Prepares and assists with preparations of public presentations
  • Prepares and arranges for public meetings and media coverage
  • Serves as liaison to the citizens of the county, representatives of industry, communications media and other governmental entities
  • Develops and maintains a high degree of network contacts for close working relationships with public, media and other departments
  • Coordinates responses to public records requests and other public inquiries
  • Maintains public records in accordance with Florida’s record retention laws
  • Participates in strategic planning
  • Develops and manages budget for Communications and Voter Outreach Departments
  • Assists with maintaining the Supervisor of Election’s Continuity of Operations Plan
  • Tracks legislation and corresponds with elected officials and support staff
  • Assists with election-related duties and responsibilities
  • Performs related work as assigned or required

Knowledge, Skills, and Abilities

  • Knowledge of the principles and practices of public information, public relations and methods of information communications
  • Knowledge of sound business principles, techniques and management
  • Skill to perform independent analysis and problem solving
  • Skill in public speaking and media interviews
  • Ability to express ideas and findings clearly and concisely in both oral and written form to superiors, organizations, media and the general public
  • Ability to resolve issues, render advice and provide substantive recommendations
  • Ability to exercise good judgment in analyzing situations and making decisions
  • Ability to apply computer applications and software
  • Ability to develop and update web content
  • Ability to develop and update social media content
  • Ability to proof-read, maintain accuracy and timeliness of information
  • Ability to prepare annual budget for departments
  • Ability to acquire knowledge of public administration principles and practices
  • Ability to acquire knowledge of laws, administrative rules, advisory opinions and other guidelines that govern Florida elections
  • Ability to manage, coordinate and supervise department activities
  • Ability to develop and implement procedural and operational changes
  • Ability to select, train, supervise and evaluate the work of subordinates
  • Ability to establish and maintain effective working relationships with external entities, superiors, and subordinates .
